SESSION 1 - Prevent, Protect, Comply: Maintaining Safe Truck Shops
Presented by Mike Brust, Director of Safety and Loss Prevention, Arkansas Trucking Association

In this presentation, Mike Brust, ATA's director of safety and loss prevention, will cover the reasons for being compliant and safe in a maintenance facility and discuss impacts of poor maintenance on company success. He’ll cover some of the common OSHA violations found during mock inspections. Brust will talk about how to mitigate violations, injuries and accidents in the workplace.

Brust has over 25 years in the trucking industry in the safety and loss prevention space. In his current role with the Arkansas Trucking Association, Brust assists with the Arkansas Trucking Association’s Self Insurers’ Fund for workers compensation, conducts mock DOT and OSHA audits and performs certifications for both forklifts and hazardous material. He is also a resource for carriers with DOT or OSHA regulation questions, and he is a certified NATMI instructor.

SESSION 2 - The Emissions Equation: Navigating EPA Rules, Legal Disputes and Legislative Dynamics
Presented by Jim Mullen, Executive Director, Clean Freight Coalition

Jim Mullen will provide an update on the EPA regulatory landscape regarding truck emissions, pending litigation challenging EPA’s regulations and Clean Air Act waivers, activity on Capitol Hill on these issues, and consequences of the November elections regarding these issues.

Mullen has nearly 20 years of broad executive experience in the trucking industry and is the founding principal of Mullen Consulting, LLC. He represents motor carriers, trade associations and autonomous vehicle stakeholders on various transportation related matters. Mullen is also the executive director of the Clean Freight Coalition.

From 2018-2020, Mullen served as acting administrator and chief counsel of the Federal Motor Carrier Safety Administration (FMCSA). Prior to the FMCSA appointment, he was a lobbyist in DC for various stakeholders in the transportation and trade industries. And for over a decade from 2005-2016, Mullen was the general counsel at Werner Enterprises.

SESSION 3 - OEM Perspectives on California Air Resources Board Requirements
Presented by Lacy Buckingham Robertson, Director of Sustainability Solutions and Public Policy, Rush Enterprises

In this presentation, Rush Enterprises’ Lacy Robertson will discuss the challenges OEMs face when meeting California Air Resources Board requirements and what solutions are needed to comply with new rules.

As director of sustainability solutions and public policy at Rush Enterprises, Robertson helps fleets across North America implement sustainability strategies, understand the rapidly changing regulatory environment and utilize financial incentives for electrification and alternative fuel initiatives.

She has over 19 years of experience in the alternative transportation fuel industry with extensive expertise navigating alternative fuel fleet deployments and managing complex, multimillion dollar programs. Prior to Rush, Robertson managed the grant department at Clean Energy Fuels, where she obtained funding for fleet conversions and to assist in the growth of a national renewable natural gas fueling station network.

SESSION 4 - Emissions Regulations: CARB and Beyond
Presented by Mike Tunnell, Senior Director of Energy and Environmental Affairs, American Trucking Associations

The California Air Resources Board continues to rachet down on emissions from trucks operating in the state. Hear the latest on the CARB regulations affecting motor carriers and which other states are following CARB’s lead.

Mike Tunnell is the senior director of energy and environmental Affairs for the American Trucking Associations. He has more than 30 years of experience working on trucking-related environmental issues. Based in Sacramento, Tunnell has worked on California environmental regulations and helped trucking companies to navigate the state’s unique operating environment. Mike works with state and federal legislators, government agencies, trucking companies, equipment and fuel providers, and technology developers to understand how the development of new policies and technologies will impact trucking companies and industry suppliers. With the emergence of zero-emission vehicle mandates, Tunnell’s focus has been on understanding how these new requirements will impact trucking companies and suppliers.
